Narrative:

I never talked to my passenger before the date of the flight. The flight was set up by one of my cohorts at the torrance airport and I inferred that passenger was a fellow pilot and had an airplane (being repaired) on the ground at fox field in lancaster, ca. All communications with passenger were done by this cohort prior to the date of departure. While the departure from toa was through IMC, most of the flight was on top in VMC. The flight went smoothly until deplaning when she complained that the trip was quoted as being $80-90 -- she paid the $174.00 by check grudgingly. She had misunderstood the quote that my fellow instructor had made prior to the departure date (round trip) and I had understood this not to be technically a 'charter.' in the future, I will talk to the prospective passenger personally to ascertain that future trips like this won't be 'illegal.'
