Narrative:

After a normal takeoff we noticed that the left brake pressure gauge was indicating pressure. The captain checked the quick reference handbook for a procedure. There was none so we called maintenance. They gave us a few items to try. None eliminated the pressure on the left gauge. We were advised by dispatch/maintenance to return to dulles where we landed with a locked left brake which caused a flat tire.
