Narrative:

Cleared VOR approach to runway 21, circle to land 03. At about 5 mi out, changed to sap tower who cleared us to land runway 21, with calm winds. At about 2000-3000 ft remaining, we asked about desired turnoff. Told to clear at the end. I saw an aircraft (air carrier A-320) on very short final approach. The first officer notified sap tower of the situation, who issued 90-around instructions. During our time on tower frequency, we heard no other aircraft. According to the operations agent of my company. This is not the first such incident of this type.
