Narrative:

We were pushed off gate at dca. Push was uneventful out of alley and were given standard start engines clearance. Brakes were set, ground crew given 'cleared to disconnect interphone.' during this time ground control also cleared an S-80 off same gate area. The S-80 was pushed to stop directly perpendicular off our nose. I called ramp (while ground crew still disconnecting towbar) control for an explanation of why the S-80 is so close, while first officer monitors ground control. Ramp has no answer, but refers me to ground control (121.7). First officer calls for taxi. Ground asks if we can clear S-80, we reply affirmative and ground control then clears us 'left turn, taxi to 36 via C-1 and follow the fokker.' we clear left, clear right and slowly apply minimal power to make a left turn to clear. S-80 wingwalker also giving us taxi signal. We turn just a few ft when wingwalker gives stop signal and we do promptly. A few second passed and wingwalker trying to signal something directly behind us apparently ground control then transmits 'air carrier X, hold your position, emergency in progress.' we wait several mins with little information relayed. We notice a cessna at about our 7 O'clock position approximately 75 ft behind. Emergency equipment arriving at cessna's position. Ground control then re-clears us to taxi and it appears from radio chatter that the cessna was somewhat blown apparently and nose tipped slightly. Ground control never indicated anything behind us on original taxi clearance or second taxi clearance. There was no further transmission from ground control on situation. Uneventful short taxi to runway 36 -- cleared for takeoff. Winds were reported gusts to 25 KTS.

WE NOTICE A CESSNA AT ABOUT OUR 7 O'CLOCK POS APPROX 75 FT BEHIND. EMER EQUIP ARRIVING AT CESSNA'S POS. GND CTL THEN RE-CLRS US TO TAXI AND IT APPEARS FROM RADIO CHATTER THAT THE CESSNA WAS SOMEWHAT BLOWN APPARENTLY AND NOSE TIPPED SLIGHTLY. GND CTL NEVER INDICATED ANYTHING BEHIND US ON ORIGINAL TAXI CLRNC OR SECOND TAXI CLRNC. THERE WAS NO FURTHER XMISSION FROM GND CTL ON SIT. UNEVENTFUL SHORT TAXI TO RWY 36 -- CLRED FOR TKOF. WINDS WERE RPTED GUSTS TO 25 KTS.
