Narrative:

Small aircraft X received a clearance on the ground at mci to depart the airspace. That clearance contained an altitude of 2500 ft MSL. As I pulled out on the runway to hold, I received instructions from the tower to depart at 1500 ft MSL. I did so. A few mins later I was departing the lowest level of the class B airspace directly east of the north end of runway 1L. As I entered uncontrolled airspace, departure vectored me to 140 degrees (or 130 degrees). As I began the turn, I noticed towers standing at 1336 ft MSL were going to be in my flight path. Looking at 1/4 to 1/2 NM farther I saw the congested area of nashua was also in my flight path. I made an attempt to contact departure. I was ignored due to other traffic. As I crossed over the towers approximately 164 ft above their tops I began a climb to 1800 ft MSL. I made this decision based upon towers and the town that also was in my flight path, and far part 91.119(B)P(C), and the fact I have visited center and was told aircraft are allowed a 300 ft deviation prior to acknowledgement. During this time a pilot made an attempt to contact departure among the radio traffic and was answered with 'I'm too busy now' from center. As I departed the airspace over the town, I began to descend back to 1500 ft MSL. At that time departure canceled radar contact.

Title: SMA X CTLED FLT TOWARD RADIO ANTENNA. EVASIVE ACTION CLB TAKEN. SEE AND AVOID CONCEPT.

Narrative: SMA X RECEIVED A CLRNC ON THE GND AT MCI TO DEPART THE AIRSPACE. THAT CLRNC CONTAINED AN ALT OF 2500 FT MSL. AS I PULLED OUT ON THE RWY TO HOLD, I RECEIVED INSTRUCTIONS FROM THE TWR TO DEPART AT 1500 FT MSL. I DID SO. A FEW MINS LATER I WAS DEPARTING THE LOWEST LEVEL OF THE CLASS B AIRSPACE DIRECTLY E OF THE N END OF RWY 1L. AS I ENTERED UNCTLED AIRSPACE, DEP VECTORED ME TO 140 DEGS (OR 130 DEGS). AS I BEGAN THE TURN, I NOTICED TWRS STANDING AT 1336 FT MSL WERE GOING TO BE IN MY FLT PATH. LOOKING AT 1/4 TO 1/2 NM FARTHER I SAW THE CONGESTED AREA OF NASHUA WAS ALSO IN MY FLT PATH. I MADE AN ATTEMPT TO CONTACT DEP. I WAS IGNORED DUE TO OTHER TFC. AS I CROSSED OVER THE TWRS APPROX 164 FT ABOVE THEIR TOPS I BEGAN A CLB TO 1800 FT MSL. I MADE THIS DECISION BASED UPON TWRS AND THE TOWN THAT ALSO WAS IN MY FLT PATH, AND FAR PART 91.119(B)P(C), AND THE FACT I HAVE VISITED CTR AND WAS TOLD ACFT ARE ALLOWED A 300 FT DEV PRIOR TO ACKNOWLEDGEMENT. DURING THIS TIME A PLT MADE AN ATTEMPT TO CONTACT DEP AMONG THE RADIO TFC AND WAS ANSWERED WITH 'I'M TOO BUSY NOW' FROM CTR. AS I DEPARTED THE AIRSPACE OVER THE TOWN, I BEGAN TO DSND BACK TO 1500 FT MSL. AT THAT TIME DEP CANCELED RADAR CONTACT.
