Narrative:
Small transport X was told to turn right onto taxiway C after landing on runway 35. After he turned, I advised him to hold short of runway 32R on taxiway 'C' (no reply). Cessna Y was touching down for a touch and go on runway 32R as the C-150 was rolling down the runway X crossed the runway.

Narrative: SMT X WAS TOLD TO TURN R ONTO TXWY C AFTER LNDG ON RWY 35. AFTER HE TURNED, I ADVISED HIM TO HOLD SHORT OF RWY 32R ON TXWY 'C' (NO REPLY). CESSNA Y WAS TOUCHING DOWN FOR A TOUCH AND GO ON RWY 32R AS THE C-150 WAS ROLLING DOWN THE RWY X CROSSED THE RWY.
