Narrative:

I was working the san angelo approach position of midland approach control. I passed traffic information to atx X, an aerostar. The traffic was at X's 11 O'clock, 1/2 mi northbound, very slow moving, type and altitude unknown. After updating the traffic again the pilot of X idented the traffic as a truck on the highway. It is my understanding that the ASR-9 radar is not supposed to display ground targets. The maintenance people for the sjt radar have been working on this problem with no progress being made.

Narrative: I WAS WORKING THE SAN ANGELO APCH POS OF MIDLAND APCH CTL. I PASSED TFC INFO TO ATX X, AN AEROSTAR. THE TFC WAS AT X'S 11 O'CLOCK, 1/2 MI NBOUND, VERY SLOW MOVING, TYPE AND ALT UNKNOWN. AFTER UPDATING THE TFC AGAIN THE PLT OF X IDENTED THE TFC AS A TRUCK ON THE HWY. IT IS MY UNDERSTANDING THAT THE ASR-9 RADAR IS NOT SUPPOSED TO DISPLAY GND TARGETS. THE MAINT PEOPLE FOR THE SJT RADAR HAVE BEEN WORKING ON THIS PROB WITH NO PROGRESS BEING MADE.
