Narrative:

There were 2 airplanes in the pattern doing touch and goes. One was in left traffic while a comanche X was in right traffic and was cleared for his third touch and go. Due to a number of sicks, I was working local and ground combined. Because I was slow earlier in the day and management not wanting to call in overtime, we ran short handed. After the comanche was cleared for the touch and go, and air taxi called for taxi instructions. Because of the airport he was flying to, I had to get a flow release. While flow tried to give me a flow release, I checked back on my pattern traffic. What I saw when I turned was the comanche ready to touch down with gear up. I told him to go around and that his gear was up. I verified he had not hit the runway and cleared him to land.

Narrative: THERE WERE 2 AIRPLANES IN THE PATTERN DOING TOUCH AND GOES. ONE WAS IN L TFC WHILE A COMANCHE X WAS IN R TFC AND WAS CLRED FOR HIS THIRD TOUCH AND GO. DUE TO A NUMBER OF SICKS, I WAS WORKING LCL AND GND COMBINED. BECAUSE I WAS SLOW EARLIER IN THE DAY AND MGMNT NOT WANTING TO CALL IN OVERTIME, WE RAN SHORT HANDED. AFTER THE COMANCHE WAS CLRED FOR THE TOUCH AND GO, AND AIR TAXI CALLED FOR TAXI INSTRUCTIONS. BECAUSE OF THE ARPT HE WAS FLYING TO, I HAD TO GET A FLOW RELEASE. WHILE FLOW TRIED TO GIVE ME A FLOW RELEASE, I CHKED BACK ON MY PATTERN TFC. WHAT I SAW WHEN I TURNED WAS THE COMANCHE READY TO TOUCH DOWN WITH GEAR UP. I TOLD HIM TO GAR AND THAT HIS GEAR WAS UP. I VERIFIED HE HAD NOT HIT THE RWY AND CLRED HIM TO LAND.
