Narrative:

On taxi out, passenger briefing was accomplished in accordance with far 135.117 (preflight briefing). FAA inspector stated his belief that such a briefing violated far 135.100 (sterile cockpit) in that he felt the pilot could not legally brief the passenger during taxi. I believe the brief, as required by law, contributes to safe operation of aircraft in accordance with far 135.100 and is not in violation of sterile cockpit. Also, pilot operating handbook for this aircraft was preflted and its presence in aircraft ensured, but cessna (manufacturer) manuals are difficult to tell if most recent revision is in place.

Title: FAA INSPECTOR ON ENRTE CHK OF ATX SINGLE PLT OPERATOR FOUND PLT ACFT OPERATING HANDBOOK NOT CURRENT AND BELIEVED THAT THE PLT WAS VIOLATING THE STERILE COCKPIT RULE BY BRIEFING PAX DURING TAXI FOR TKOF.

Narrative: ON TAXI OUT, PAX BRIEFING WAS ACCOMPLISHED IN ACCORDANCE WITH FAR 135.117 (PREFLT BRIEFING). FAA INSPECTOR STATED HIS BELIEF THAT SUCH A BRIEFING VIOLATED FAR 135.100 (STERILE COCKPIT) IN THAT HE FELT THE PLT COULD NOT LEGALLY BRIEF THE PAX DURING TAXI. I BELIEVE THE BRIEF, AS REQUIRED BY LAW, CONTRIBUTES TO SAFE OP OF ACFT IN ACCORDANCE WITH FAR 135.100 AND IS NOT IN VIOLATION OF STERILE COCKPIT. ALSO, PLT OPERATING HANDBOOK FOR THIS ACFT WAS PREFLTED AND ITS PRESENCE IN ACFT ENSURED, BUT CESSNA (MANUFACTURER) MANUALS ARE DIFFICULT TO TELL IF MOST RECENT REVISION IS IN PLACE.
