Narrative:

The engine was difficult to start and took some time to warm up. The engine passed the magneto check during run up and all engine instruments read normal. Shortly after takeoff (200 ft AGL) the engine hiccupped. Power returned and then dropped again at about (500 ft AGL), then power returned again. We reported a rough running engine to ATC and were immediately cleared for any runway by the tower and the tower closed the airport until we were on the ground. No further loss of power was experienced after the decision was made to return to the airport.
