Narrative:

While flying a PA-34-200 under a ferry permit from mke to 79C. I entered a left down wind for runway 180 at 79C. I did my prelndg checklist, lowered gear, verified gear down by 3 in the green, continued base, then final. Closed throttle approximately 300 ft to go leading with left wing to compensate for crosswind. Received no gear unsafe horn or light, landed to discover gear was not locked and down. FAA inspector who issued ferry permit inspected warning system, found it to be defective, ground crew on scene found gear handle in down position. Aircraft just came out of paint shop, micro switches covered with paint on gear. Micro switches on throttle quadrant found to be defective.

FAA INSPECTOR WHO ISSUED FERRY PERMIT INSPECTED WARNING SYS, FOUND IT TO BE DEFECTIVE, GND CREW ON SCENE FOUND GEAR HANDLE IN DOWN POS. ACFT JUST CAME OUT OF PAINT SHOP, MICRO SWITCHES COVERED WITH PAINT ON GEAR. MICRO SWITCHES ON THROTTLE QUADRANT FOUND TO BE DEFECTIVE.
