Narrative:
On localizer 27 approach to san, aircraft was level and configured for landing outside of reebo. At 6.4 localizer DME, we started a 1500 FPM descent. At 1500 ft MSL, FMA flashed ILS and localizer DME jumped up to 6.8 DME. We stopped descent and continued approach under visual conditions to a safe landing. We advised ATC of localizer/DME problems. They responded that they do not need to maintain a sterile approach during VFR WX.

Narrative: ON LOC 27 APCH TO SAN, ACFT WAS LEVEL AND CONFIGURED FOR LNDG OUTSIDE OF REEBO. AT 6.4 LOC DME, WE STARTED A 1500 FPM DSCNT. AT 1500 FT MSL, FMA FLASHED ILS AND LOC DME JUMPED UP TO 6.8 DME. WE STOPPED DSCNT AND CONTINUED APCH UNDER VISUAL CONDITIONS TO A SAFE LNDG. WE ADVISED ATC OF LOC/DME PROBS. THEY RESPONDED THAT THEY DO NOT NEED TO MAINTAIN A STERILE APCH DURING VFR WX.
