Narrative:

During the day and early evening shift of april/sat/1994 the construction crew was present in the charlotte TRACON to paint the dividers on the ceiling. An agreement had been negotiated with management to have all the construction that effected the working quarters during the tower modernization accomplished on the midnight shift. 1 of the workers asked the area manager if they could spray paint the ceiling dividers. The area manager agreed and the work started. The fumes from the paint were a health hazard to the controllers that had to stay on position to work the traffic. 1 supervisor left the room due to the fact that he was overcome by the fumes from the paint. The controllers had no such option, they had to stay on the position. This happens more than once. This problem can be avoided as long as the construction crews work during the negotiated times.
