Narrative:

Air carrier X was direct to dqo climbing out of FL170 for FL190. Air carrier Y was proceeding to dqo on the nanci 5 arrival descending to FL200, traffic was called to both aircraft. Approaching FL190 air carrier X informed me he was getting an RA. I again called the traffic which was now levelling at FL200. X informed me he was responding to the RA and was climbing. I again called traffic to air carrier Y who said he had the clber in sight. Air carrier Y was turned right to avoid the clber. Air carrier X then reported his RA was over. I informed him to report reaching his assigned altitude FL190. It is my opinion that TCASII took a safe situation and turned it into a potentially critical incident. I am in favor of a TCASII system that works. This incident indicates otherwise.

Narrative: ACR X WAS DIRECT TO DQO CLBING OUT OF FL170 FOR FL190. ACR Y WAS PROCEEDING TO DQO ON THE NANCI 5 ARR DSNDING TO FL200, TFC WAS CALLED TO BOTH ACFT. APCHING FL190 ACR X INFORMED ME HE WAS GETTING AN RA. I AGAIN CALLED THE TFC WHICH WAS NOW LEVELLING AT FL200. X INFORMED ME HE WAS RESPONDING TO THE RA AND WAS CLBING. I AGAIN CALLED TFC TO ACR Y WHO SAID HE HAD THE CLBER IN SIGHT. ACR Y WAS TURNED R TO AVOID THE CLBER. ACR X THEN RPTED HIS RA WAS OVER. I INFORMED HIM TO RPT REACHING HIS ASSIGNED ALT FL190. IT IS MY OPINION THAT TCASII TOOK A SAFE SIT AND TURNED IT INTO A POTENTIALLY CRITICAL INCIDENT. I AM IN FAVOR OF A TCASII SYS THAT WORKS. THIS INCIDENT INDICATES OTHERWISE.
