Narrative:

Stick shaker activated in-flight. This is a problem that happens occasionally on J-32 aircraft. Stick shaker has gone off at rotation, climb out, and landing for short periods of time. This time in cruise flight, and it was continuous. There is no checklist for shaker itself. The only checklist is for a stall light on cap panel. Emergency was declared because stall system was shut off and crew felt if an emergency was declared it would protect the airspace if any other occurrence would happen. Supplemental information from acn 267935: in cruise flight a stall system warning came on while in icing conditions. I had to turn the system off so we could hear the radio and fly without the stick shaker.
