Narrative:

Departing ssf on IFR plan -- trouble starting airplane -- low battery -- distracted -- picked up clearance -- difficult to understand -- had to be repeated due to noise from high RPM necessary for alternator to charge. Delayed for IFR release. Thought I was told 'cleared to go' (runway heading) transmission during takeoff roll not understood due to noise from engine and bumpy runway. Tower calls and says I was cleared into 'position and hold' -- not 'for takeoff' and remain VMC. Advised of traffic inbound on opposite runway approach--sighted immediately -- slight course deviation to avoid -- he was told to break off approach to right -- I'm wondering -- what do the tower tapes say? 'Position and hold' or 'cleared to goþ?

Narrative: DEPARTING SSF ON IFR PLAN -- TROUBLE STARTING AIRPLANE -- LOW BATTERY -- DISTRACTED -- PICKED UP CLRNC -- DIFFICULT TO UNDERSTAND -- HAD TO BE REPEATED DUE TO NOISE FROM HIGH RPM NECESSARY FOR ALTERNATOR TO CHARGE. DELAYED FOR IFR RELEASE. THOUGHT I WAS TOLD 'CLRED TO GO' (RWY HDG) XMISSION DURING TKOF ROLL NOT UNDERSTOOD DUE TO NOISE FROM ENG AND BUMPY RWY. TWR CALLS AND SAYS I WAS CLRED INTO 'POS AND HOLD' -- NOT 'FOR TKOF' AND REMAIN VMC. ADVISED OF TFC INBOUND ON OPPOSITE RWY APCH--SIGHTED IMMEDIATELY -- SLIGHT COURSE DEV TO AVOID -- HE WAS TOLD TO BREAK OFF APCH TO R -- I'M WONDERING -- WHAT DO THE TWR TAPES SAY?
