Narrative:

Small transport X, a PA34/a, on VOR to sba. Y, a C208, requesting runway 7 (wind calm). Z in right traffic for runway 15R. Small transport X reported airport in sight, was told to circle north to runway 15L. Y cleared to land runway 7. Small transport X ignored instructions and continued on final to runway 25. Gars were issued and traffic exchanged. I believe that the student pilot and instructor of the senaca did not have sufficient english language skills to navigation through ATC system. This is a recurrent problem with some flight schools in the los angeles area with the heavy concentration of foreign students.

SMT X IGNORED INSTRUCTIONS AND CONTINUED ON FINAL TO RWY 25. GARS WERE ISSUED AND TFC EXCHANGED. I BELIEVE THAT THE STUDENT PLT AND INSTRUCTOR OF THE SENACA DID NOT HAVE SUFFICIENT ENGLISH LANGUAGE SKILLS TO NAV THROUGH ATC SYS. THIS IS A RECURRENT PROB WITH SOME FLT SCHOOLS IN THE LOS ANGELES AREA WITH THE HVY CONCENTRATION OF FOREIGN STUDENTS.
