Narrative:

Not in compliance with far regarding aircraft registration not on board aircraft during operation. On mar/ab/1994, approximately AZ30 am I submitted my aircraft registration, airworthiness certificate, radio license and pilot certificate to the us customs officer at calexico, ca, to obtain an annual user fee decal in order to cross into mexico for a 4 day visit. The custom officer (name not legible), badge 1 inspected my documents and found them to be in order and issued my decal. He then returned my documents folder to me and I returned it to the aircraft. Upon returning to the us 4 days later at calexico, I once again submitted my aircraft folder and the aircraft registration was missing. I had not looked at the folder since it was returned to me by the custom officer on mar/ab/1994 and had no need to submit it in mexico. I explained this to the custom officer when I returned on mar/clearance delivery/1994 and they agree that the registration had to be present in order for me to obtain a decal on mar/ab/1994 but were at a loss what could have happened to it. Since I had no registration they are filing a notice of seizure, penalty and initial dispos for not having my aircraft registration. The custom office appears to be in a state of confusion when more than 1 or 2 airplanes are in at the same time.

Title: PLT ARRIVES BACK IN U.S. AND CANNOT FIND HIS ACFT REGISTRATION FOR CUSTOM'S REVIEW.

Narrative: NOT IN COMPLIANCE WITH FAR REGARDING ACFT REGISTRATION NOT ON BOARD ACFT DURING OP. ON MAR/AB/1994, APPROX AZ30 AM I SUBMITTED MY ACFT REGISTRATION, AIRWORTHINESS CERTIFICATE, RADIO LICENSE AND PLT CERTIFICATE TO THE U.S. CUSTOMS OFFICER AT CALEXICO, CA, TO OBTAIN AN ANNUAL USER FEE DECAL IN ORDER TO CROSS INTO MEXICO FOR A 4 DAY VISIT.
