Narrative:

Approach turned us (air carrier X) in early and high after having us keep our speed up. When switched over to tower they told us to slow to approach speed and then told a 727 Y (which was holding short) they were cleared for an immediate takeoff. Air carrier Y took a long time to get rolling and we couldn't slow down to come down fast enough. At about 200 ft AGL tower instructed a go around which we immediately initiated. As we overflew the airport/runway and were beginning our turn, we also overflew the rotating 727 which generated an RA. We were about 500 ft over top of him and were already in the target climb area of the RA as we began a turn away as instructed by tower. Once on the ground the captain called the tower and was told by the supervisor that approach had turned us early without the tower knowing it. He apologized for the situation it caused and told us it was no problem as far as it concerned us.

Title: ACR X ON A GAR RECEIVED TCASII RA FROM DEPARTING ACFT.

Narrative: APCH TURNED US (ACR X) IN EARLY AND HIGH AFTER HAVING US KEEP OUR SPD UP. WHEN SWITCHED OVER TO TWR THEY TOLD US TO SLOW TO APCH SPD AND THEN TOLD A 727 Y (WHICH WAS HOLDING SHORT) THEY WERE CLRED FOR AN IMMEDIATE TKOF. ACR Y TOOK A LONG TIME TO GET ROLLING AND WE COULDN'T SLOW DOWN TO COME DOWN FAST ENOUGH. AT ABOUT 200 FT AGL TWR INSTRUCTED A GAR WHICH WE IMMEDIATELY INITIATED. AS WE OVERFLEW THE ARPT/RWY AND WERE BEGINNING OUR TURN, WE ALSO OVERFLEW THE ROTATING 727 WHICH GENERATED AN RA. WE WERE ABOUT 500 FT OVER TOP OF HIM AND WERE ALREADY IN THE TARGET CLB AREA OF THE RA AS WE BEGAN A TURN AWAY AS INSTRUCTED BY TWR. ONCE ON THE GND THE CAPT CALLED THE TWR AND WAS TOLD BY THE SUPVR THAT APCH HAD TURNED US EARLY WITHOUT THE TWR KNOWING IT. HE APOLOGIZED FOR THE SIT IT CAUSED AND TOLD US IT WAS NO PROB AS FAR AS IT CONCERNED US.
