Narrative:

After takeoff from grb, grb approach handed us off to ZMP. ZMP cleared us to 8000 ft. We were on an IFR flight plan to thunder bay ontario. Upon reaching 8000 ft we were still IMC with icing conditions. We then asked for 10000 ft, then 12000 ft. At 12000 ft again we were still IMC with ice. At this time I asked controller for 14000 ft because the ice was building quickly. It was our belief that we had to climb to VMC conditions that were not far above us. The controller did not respond to our requests for 14000 ft. We did not believe it was a good idea to remain in ice therefore we broadcast to center's busy controller our intentions and we resumed the climb. At 12900 ft we broke out into VMC on top. At this point ATC noticed our altitude and we advised of the ice situation. We were then handed off to the next controller.

Title: ATX CESSNA TWIN DEPARTING GRB IN IMC ENCOUNTERS ICE, CLBS TO THE CLR WITHOUT A CLRNC.

Narrative: AFTER TKOF FROM GRB, GRB APCH HANDED US OFF TO ZMP. ZMP CLRED US TO 8000 FT. WE WERE ON AN IFR FLT PLAN TO THUNDER BAY ONTARIO. AT THIS TIME I ASKED CTLR FOR 14000 FT BECAUSE THE ICE WAS BUILDING QUICKLY. IT WAS OUR BELIEF THAT WE HAD TO CLB TO VMC CONDITIONS THAT WERE NOT FAR ABOVE US. THE CTLR DID NOT RESPOND TO OUR REQUESTS FOR 14000 FT. WE DID NOT BELIEVE IT WAS A GOOD IDEA TO REMAIN IN ICE THEREFORE WE BROADCAST TO CTR'S BUSY CTLR OUR INTENTIONS AND WE RESUMED THE CLB. AT 12900 FT WE BROKE OUT INTO VMC ON TOP. AT THIS POINT ATC NOTICED OUR ALT AND WE ADVISED OF THE ICE SIT. WE WERE THEN HANDED OFF TO THE NEXT CTLR.
