Narrative:

I was circling on a surveillance over a house and had been on this location for 3 hours. All of a sudden this cessna 210 passes under our aircraft. I ask the controller at fll tower about the aircraft. The controller stated that under a letter that all the law enforcement agencies had signed that he did not have to tell me of other law enforcement aircraft in the area. I was only 1 mi south of an international airport at 2500 ft. I had been on location for 3 hours. I feel that ATC should have informed myself as well as the pilot of the other law enforcement aircraft.
