Narrative:

The reason this report is being filed late is because I was not aware that a possible violation of far may have occurred. On dec/xx/93, I was asked by mr. Cheap charlie (a prospective aviation employer) to fly my aircraft to treasure cay, bahamas from west palm beach international airport. Mr. Charlie is the chief pilot for grintch airways and requested my services for taking his clients to treasure cay. He accompanied me on the trip, as I had never flown to the islands before, and was not used to (familiar) the procedures of customs, etc. He advised me I would be compensated for this trip. I, as PIC, conducted the flight under part 91 of the FARS and believed I could accept compensation, in accordance with far 61.139. Since the day of the flight, I have not received compensation, although I have requested such from mr. Charlie. He advised my counsel that he felt I was in violation of far 61.118, for operating this flight without an air taxi commercial certificate, atoc, and refuses such payment. If this atoc was required for the flight (such was not indicated by far 61.139), then I may have unknowingly violated an far. I respectfully request that this report be accepted on this date, even though it is outside of the normal 'timely' period required for the filing of NASA reports.

Title: CON JOB NOT PAID FOR. FREE MILEAGE. PLT RPTR TAKEN FOR A RIDE.

Narrative: THE REASON THIS RPT IS BEING FILED LATE IS BECAUSE I WAS NOT AWARE THAT A POSSIBLE VIOLATION OF FAR MAY HAVE OCCURRED. ON DEC/XX/93, I WAS ASKED BY MR. CHEAP CHARLIE (A PROSPECTIVE AVIATION EMPLOYER) TO FLY MY ACFT TO TREASURE CAY, BAHAMAS FROM WEST PALM BEACH INTL ARPT. MR. CHARLIE IS THE CHIEF PLT FOR GRINTCH AIRWAYS AND REQUESTED MY SVCS FOR TAKING HIS CLIENTS TO TREASURE CAY. HE ACCOMPANIED ME ON THE TRIP, AS I HAD NEVER FLOWN TO THE ISLANDS BEFORE, AND WAS NOT USED TO (FAMILIAR) THE PROCS OF CUSTOMS, ETC. HE ADVISED ME I WOULD BE COMPENSATED FOR THIS TRIP. I, AS PIC, CONDUCTED THE FLT UNDER PART 91 OF THE FARS AND BELIEVED I COULD ACCEPT COMPENSATION, IN ACCORDANCE WITH FAR 61.139. SINCE THE DAY OF THE FLT, I HAVE NOT RECEIVED COMPENSATION, ALTHOUGH I HAVE REQUESTED SUCH FROM MR. CHARLIE. HE ADVISED MY COUNSEL THAT HE FELT I WAS IN VIOLATION OF FAR 61.118, FOR OPERATING THIS FLT WITHOUT AN AIR TAXI COMMERCIAL CERTIFICATE, ATOC, AND REFUSES SUCH PAYMENT. IF THIS ATOC WAS REQUIRED FOR THE FLT (SUCH WAS NOT INDICATED BY FAR 61.139), THEN I MAY HAVE UNKNOWINGLY VIOLATED AN FAR. I RESPECTFULLY REQUEST THAT THIS RPT BE ACCEPTED ON THIS DATE, EVEN THOUGH IT IS OUTSIDE OF THE NORMAL 'TIMELY' PERIOD REQUIRED FOR THE FILING OF NASA RPTS.
