Narrative:

At the time of the near midair collision, we were outbound setting up for the procedure turn. We reported to tower 'humty outbound' shortly followed by another company aircraft reporting 'nnw, on the localizer, straight in, 15 mi out.' tower advised both of us of each other and we proceeded. The white and blue company aircraft inbound was, we ascertained later, camouflaged against a cloud several mi behind the inbound aircraft. At the moment we saw the conflict the company aircraft inbound was already 'wing up,' right turn, evading us! The approach proceeded without further incident. Human performance considerations: limitations of the see and avoid concept.

Title: NMAC BTWN OPPOSITE DIRECTION TFC ACFT.

Narrative: AT THE TIME OF THE NMAC, WE WERE OUTBOUND SETTING UP FOR THE PROC TURN. WE RPTED TO TWR 'HUMTY OUTBOUND' SHORTLY FOLLOWED BY ANOTHER COMPANY ACFT RPTING 'NNW, ON THE LOC, STRAIGHT IN, 15 MI OUT.' TWR ADVISED BOTH OF US OF EACH OTHER AND WE PROCEEDED. THE WHITE AND BLUE COMPANY ACFT INBOUND WAS, WE ASCERTAINED LATER, CAMOUFLAGED AGAINST A CLOUD SEVERAL MI BEHIND THE INBOUND ACFT. AT THE MOMENT WE SAW THE CONFLICT THE COMPANY ACFT INBOUND WAS ALREADY 'WING UP,' R TURN, EVADING US! THE APCH PROCEEDED WITHOUT FURTHER INCIDENT.
