Narrative:

Initially, our aircraft was cleared to 'taxi to runway 36' with no hold short instruction as is customary at dca. While taxiing, we were cleared to give way or follow a 757 crossing runway 3 on taxiway B and cross runway 3 at taxiway C. Approaching the intersection of taxiway C and runway 3 we observed a light twin begin its takeoff roll. We immediately stopped just short of the runway but well past the hold line as the light twin took off in front of us. At almost the same time as we came to a stop, the ground controller issued a hurried hold short instruction. Ground controller said that there was a miscom at his end.

Title: ACR LGT ALMOST CROSSES ACTIVE RWY, NOT KNOWING IT IS ACTIVE AS GND CTLR FAILED TO ISSUE A HOLD SHORT CLRNC.

Narrative: INITIALLY, OUR ACFT WAS CLRED TO 'TAXI TO RWY 36' WITH NO HOLD SHORT INSTRUCTION AS IS CUSTOMARY AT DCA. WHILE TAXIING, WE WERE CLRED TO GIVE WAY OR FOLLOW A 757 XING RWY 3 ON TXWY B AND CROSS RWY 3 AT TXWY C. APCHING THE INTXN OF TXWY C AND RWY 3 WE OBSERVED A LIGHT TWIN BEGIN ITS TKOF ROLL. WE IMMEDIATELY STOPPED JUST SHORT OF THE RWY BUT WELL PAST THE HOLD LINE AS THE LIGHT TWIN TOOK OFF IN FRONT OF US. AT ALMOST THE SAME TIME AS WE CAME TO A STOP, THE GND CTLR ISSUED A HURRIED HOLD SHORT INSTRUCTION. GND CTLR SAID THAT THERE WAS A MISCOM AT HIS END.
