Narrative:
Lga arrs were beginning to land ILS 13 which changes our ewr setup. We hold teb arrs and depart ewr 360 degrees maintain 2000 ft. The last teb aircraft X was on localizer approximately 8 mi out when MD80 departed northbound climbing to 2000 ft. I took action and turned the MD80 to northeast and climbed to 8000 ft. A possible loss of separation occurred due to this odd setup.

Narrative: LGA ARRS WERE BEGINNING TO LAND ILS 13 WHICH CHANGES OUR EWR SETUP. WE HOLD TEB ARRS AND DEPART EWR 360 DEGS MAINTAIN 2000 FT. THE LAST TEB ACFT X WAS ON LOC APPROX 8 MI OUT WHEN MD80 DEPARTED NBOUND CLBING TO 2000 FT. I TOOK ACTION AND TURNED THE MD80 TO NE AND CLBED TO 8000 FT. A POSSIBLE LOSS OF SEPARATION OCCURRED DUE TO THIS ODD SETUP.
