Narrative:

Lga arrs were beginning to land ILS 13 which changes our ewr setup. We hold teb arrs and depart ewr 360 degrees maintain 2000 ft. The last teb aircraft X was on localizer approximately 8 mi out when MD80 departed northbound climbing to 2000 ft. I took action and turned the MD80 to northeast and climbed to 8000 ft. A possible loss of separation occurred due to this odd setup.
