Narrative:

FL330 descending to FL290. ZTL asked us to 'stop at FL320.' at the time we were descending through FL312 got it stopped at FL310. Advised controller that we'd have to climb back to FL320, were told to expedite, we did. Got a TCASII TA with 1200 ft separation, saw other aircraft at 3 O'clock position passing well clear to our 6 O'clock. Called ZTL, they indicated it was their fault. No apology? Supplemental information from acn 262470: we climbed back to FL320 after getting the descent stopped at FL310. He also asked us to turn left 30 degrees. We were alerted to the problem by the TCASII with a TA. At that point we had 1200 ft separation vertically and a couple of mi horizontally.

Title: ARTCC RADAR CTLR INTERVENTION AFTER SEPARATION LOST WITH DSNDING XING TFC. POTENTIAL CONFLICT LTSS.

Narrative: FL330 DSNDING TO FL290. ZTL ASKED US TO 'STOP AT FL320.' AT THE TIME WE WERE DSNDING THROUGH FL312 GOT IT STOPPED AT FL310. CALLED ZTL, THEY INDICATED IT WAS THEIR FAULT. NO APOLOGY? SUPPLEMENTAL INFORMATION FROM ACN 262470: WE CLBED BACK TO FL320 AFTER GETTING THE DSCNT STOPPED AT FL310. HE ALSO ASKED US TO TURN L 30 DEGS. WE WERE ALERTED TO THE PROB BY THE TCASII WITH A TA. AT THAT POINT WE HAD 1200 FT SEPARATION VERTICALLY AND A COUPLE OF MI HORIZLY.
