Narrative:

This is the third time a pilot has taken lateral action because of TCASII information without having other aircraft in sight. This time aircraft was on vectors for a visual approach to runway 29 at the orh airport. He was issued traffic on a primary target and then updated a few mi later. The targets were converging when pilot informed he was turning because of TCASII information and at no time reported aircraft in sight, or at no time was there a transponder on mode C observed. Pilot was advised when traffic no factor.

Title: CTLR RPT OF ACR PIC MAKING TURN IN EVASIVE ACTION TURN ON A TCASII RA ON A NON XPONDER EQUIPPED ACFT.

Narrative: THIS IS THE THIRD TIME A PLT HAS TAKEN LATERAL ACTION BECAUSE OF TCASII INFO WITHOUT HAVING OTHER ACFT IN SIGHT. THIS TIME ACFT WAS ON VECTORS FOR A VISUAL APCH TO RWY 29 AT THE ORH ARPT. HE WAS ISSUED TFC ON A PRIMARY TARGET AND THEN UPDATED A FEW MI LATER. THE TARGETS WERE CONVERGING WHEN PLT INFORMED HE WAS TURNING BECAUSE OF TCASII INFO AND AT NO TIME RPTED ACFT IN SIGHT, OR AT NO TIME WAS THERE A XPONDER ON MODE C OBSERVED. PLT WAS ADVISED WHEN TFC NO FACTOR.
