Narrative:

We were cleared to runway 18R told to hold short of runway 23 at taxiway A3. While still on the cargo ramp, we were asked to hold for another heavy dc-8. We were cleared to pass behind the heavy dc-8 and continue to runway 18R, hold short of 23 at a/3. While taxiing, I became distracted by water entering the aircraft via my window so I removed the navigation charts that were getting wet. When I looked up the captain was 2/3 of the way across the runway (23) I informed him that we were to hold short of 23. At this time he said I told him we were cleared to cross. (I did no such thing.) to prevent this from happening, I should have been more aware of our position on the airport because in the past I have always confirmed with ATC whether or not we are cleared onto or across an airport runway.

Title: CROSSED RWY 23 WITHOUT CLRNC.

Narrative: WE WERE CLRED TO RWY 18R TOLD TO HOLD SHORT OF RWY 23 AT TXWY A3. WHILE STILL ON THE CARGO RAMP, WE WERE ASKED TO HOLD FOR ANOTHER HVY DC-8. WE WERE CLRED TO PASS BEHIND THE HVY DC-8 AND CONTINUE TO RWY 18R, HOLD SHORT OF 23 AT A/3. WHILE TAXIING, I BECAME DISTRACTED BY WATER ENTERING THE ACFT VIA MY WINDOW SO I REMOVED THE NAV CHARTS THAT WERE GETTING WET. WHEN I LOOKED UP THE CAPT WAS 2/3 OF THE WAY ACROSS THE RWY (23) I INFORMED HIM THAT WE WERE TO HOLD SHORT OF 23. AT THIS TIME HE SAID I TOLD HIM WE WERE CLRED TO CROSS. (I DID NO SUCH THING.) TO PREVENT THIS FROM HAPPENING, I SHOULD HAVE BEEN MORE AWARE OF OUR POS ON THE ARPT BECAUSE IN THE PAST I HAVE ALWAYS CONFIRMED WITH ATC WHETHER OR NOT WE ARE CLRED ONTO OR ACROSS AN ARPT RWY.
