Narrative:

Atx X was cleared to land on runway 27. Snow removal was in progress about the airport. Tractor 12 called ground frequency (121.9) and requested to cross runway 27 at east (for himself and truck 13). Ground controller instructed truck 12 and 13 to cross runway 27 at east. Ground controller was also working local control and upon checking the runway discovered that truck 12 and 13 were both on runway 27. 1 was eastbound, 1 was wbound. Tower instructed trucks 12 and 13 to exit the runway and report when out. They were also told they had only been given permission to cross the runway as traffic was now on a 3 mi final. Airport vehicles are not properly instructed on the workings of the airport and are very seldom notified when they are in error. For instance, taking an active runway without clearance.

GND CTLR INSTRUCTED TRUCK 12 AND 13 TO CROSS RWY 27 AT E. GND CTLR WAS ALSO WORKING LCL CTL AND UPON CHKING THE RWY DISCOVERED THAT TRUCK 12 AND 13 WERE BOTH ON RWY 27. 1 WAS EBOUND, 1 WAS WBOUND. TWR INSTRUCTED TRUCKS 12 AND 13 TO EXIT THE RWY AND RPT WHEN OUT. THEY WERE ALSO TOLD THEY HAD ONLY BEEN GIVEN PERMISSION TO CROSS THE RWY AS TFC WAS NOW ON A 3 MI FINAL. ARPT VEHICLES ARE NOT PROPERLY INSTRUCTED ON THE WORKINGS OF THE ARPT AND ARE VERY SELDOM NOTIFIED WHEN THEY ARE IN ERROR. FOR INSTANCE, TAKING AN ACTIVE RWY WITHOUT CLRNC.
