Narrative:

Air carrier dc-9 received a TCASII RA to descend while on final at approximately 1200 ft AGL. The RA was generated by air carrier bae-31 following the dc-9 on a visual approach to a parallel runway whose ctrlines are separated by approximately 435 ft. This is a standard arrival procedure for cle. Controller's only course of action is to 'go around' (go up) when TCASII RA instructs to descend. The aircraft experiencing the RA could not visually acquire the intruder aircraft.
