Narrative:
Air carrier X inbound to dtw on polar arrival. When air carrier X was 1 mi from traml another controller advised me that air carrier X had traffic at 2 O'clock at 12000 also. I issued traffic to air carrier X and descended him immediately to 10000. The target coasted for 2 sweeps. While in coast, I descended air carrier X to 6000. The beacon of the intruder re-acquired and now showed 11000, the same altitude that air carrier X was leaving! I advised air carrier X that the traffic now 2 mi away appeared to be descending. They merged, the traffic disappeared. We brought up the beacon of the intruder, it turned out to be a ghost of air carrier X! We have ASR-9.

Title: CTLR OBSERVES TFC ON RADAR THAT IS IN CONFLICT WITH AN ACR ARR AT THE SAME ALT. THE BEACON TARGET TURNED OUT TO BE A GHOST TARGET OF THE ACR ACFT. FACILITY HAS ASR-9 RADAR.
Narrative: ACR X INBOUND TO DTW ON POLAR ARR. WHEN ACR X WAS 1 MI FROM TRAML ANOTHER CTLR ADVISED ME THAT ACR X HAD TFC AT 2 O'CLOCK AT 12000 ALSO. I ISSUED TFC TO ACR X AND DSNDED HIM IMMEDIATELY TO 10000. THE TARGET COASTED FOR 2 SWEEPS. WHILE IN COAST, I DSNDED ACR X TO 6000. THE BEACON OF THE INTRUDER RE-ACQUIRED AND NOW SHOWED 11000, THE SAME ALT THAT ACR X WAS LEAVING! I ADVISED ACR X THAT THE TFC NOW 2 MI AWAY APPEARED TO BE DSNDING. THEY MERGED, THE TFC DISAPPEARED. WE BROUGHT UP THE BEACON OF THE INTRUDER, IT TURNED OUT TO BE A GHOST OF ACR X! WE HAVE ASR-9.
