Narrative:

After landing at ciu in heavy snow I refueled, called green bay FSS for a clearance and was told to stand by. It was snowing very heavily as I taxied out for departure. When I reached the runway I called FSS again and was told it would be at least 5 mins before I could get a clearance. It is not a controled airport so I had no idea if any traffic was in the area. I told FSS that if I didn't get out soon I wasn't going to get out that night because of the snow on the aircraft and runway. When I received my clearance, it was for a '34' runway departure. After taxiing for a few hundred ft, I realized that snow would not permit a 7000 ft runway taxi -- I called FSS and said I was departing 16 -- no response -- after departure I called toronto center at 4000 and they gave me a 270 degree heading. They asked that I give them a call on landline when I landed at 'gyy.' I was informed that an aircraft was holding south of ciu and no problem occurred. My judgement was that it would not be safe to depart the runway they requested because of snow accumulation on aircraft and runway.

Narrative: AFTER LNDG AT CIU IN HVY SNOW I REFUELED, CALLED GREEN BAY FSS FOR A CLRNC AND WAS TOLD TO STAND BY. IT WAS SNOWING VERY HEAVILY AS I TAXIED OUT FOR DEP. WHEN I REACHED THE RWY I CALLED FSS AGAIN AND WAS TOLD IT WOULD BE AT LEAST 5 MINS BEFORE I COULD GET A CLRNC. IT IS NOT A CTLED ARPT SO I HAD NO IDEA IF ANY TFC WAS IN THE AREA. I TOLD FSS THAT IF I DIDN'T GET OUT SOON I WASN'T GOING TO GET OUT THAT NIGHT BECAUSE OF THE SNOW ON THE ACFT AND RWY. WHEN I RECEIVED MY CLRNC, IT WAS FOR A '34' RWY DEP. AFTER TAXIING FOR A FEW HUNDRED FT, I REALIZED THAT SNOW WOULD NOT PERMIT A 7000 FT RWY TAXI -- I CALLED FSS AND SAID I WAS DEPARTING 16 -- NO RESPONSE -- AFTER DEP I CALLED TORONTO CTR AT 4000 AND THEY GAVE ME A 270 DEG HDG. THEY ASKED THAT I GIVE THEM A CALL ON LANDLINE WHEN I LANDED AT 'GYY.' I WAS INFORMED THAT AN ACFT WAS HOLDING S OF CIU AND NO PROB OCCURRED.
