Narrative:

A dc-9 eastbound at FL290 asked if there was converging traffic. The answer was only the aircraft 10 O'clock and 2 mi at FL280, a wbound HS25. The dc-9 reported that aircraft on TCASII was at FL285. I, the controller, asked HS25 to verify at FL280 and altimeter 29.92 set. He, the HS25, said affirmative. The dc-9 advised he climbed 500 ft answering an RA. Both aircraft were at FL280 and FL290 standard separation. There was never a loss of required separation or was there a deviation of the FL280 traffic's altitude.
