Narrative:

After takeoff from paris orly, west departure, made turn at VOR (ol) mileage. This turn was to intercept radial of rbt VOR. Rbt was off the air and the backup frequency did not work. We took up a northwest heading to intercept the airway and on course. Paris departure or ATC had no problem without departure. Correction: this information should have been on ATIS or listed in the french NOTAM information. Supplemental information from acn 260732: on departure tried to intercept rbt 135 degree radial but found station to be off the air. 2 stations were noted to be off on the ATIS broadcast, but they sounded like stations other than rbt. Soon after turning to an approximately intercept heading, we were vectored and no longer needed rbt. I probably misunderstood the ATIS, and rbt was really off the air. Language barrier was an obvious problem.

Title: AN ACR WDB FOUND THAT A FOREIGN VOR WAS OTS.

Narrative: AFTER TKOF FROM PARIS ORLY, W DEP, MADE TURN AT VOR (OL) MILEAGE. THIS TURN WAS TO INTERCEPT RADIAL OF RBT VOR. RBT WAS OFF THE AIR AND THE BACKUP FREQ DID NOT WORK. WE TOOK UP A NW HDG TO INTERCEPT THE AIRWAY AND ON COURSE. PARIS DEP OR ATC HAD NO PROB WITHOUT DEP. CORRECTION: THIS INFO SHOULD HAVE BEEN ON ATIS OR LISTED IN THE FRENCH NOTAM INFO. SUPPLEMENTAL INFO FROM ACN 260732: ON DEP TRIED TO INTERCEPT RBT 135 DEG RADIAL BUT FOUND STATION TO BE OFF THE AIR. 2 STATIONS WERE NOTED TO BE OFF ON THE ATIS BROADCAST, BUT THEY SOUNDED LIKE STATIONS OTHER THAN RBT. SOON AFTER TURNING TO AN APPROX INTERCEPT HDG, WE WERE VECTORED AND NO LONGER NEEDED RBT. I PROBABLY MISUNDERSTOOD THE ATIS, AND RBT WAS REALLY OFF THE AIR. LANGUAGE BARRIER WAS AN OBVIOUS PROB.
