Narrative:

There were no traffic conflicts and terrain clearance was not a factor. Prior to departure, our flight plan, en route charts and SID's were reviewed for the intended flight from kingston jamaica to navy guantanamo, cuba. During the preflight review, no SID was found that coincided with our intended and filed direction of flight. Given the time of day, area of operation and the fact that caribbean stations routinely clear you on course when given takeoff clearance, this was not considered unusual. Expecting to be cleared on course, I selected runway 30 for departure given calm winds and proximity of fuel fix. Upon reaching runway we were told position and hold -- stand by ATC. Clearance given as follows. (Flight #) cleared to tilus, eneka 2 departure, report tilus (fir boundary). We told tower we have no such SID. He responded, no problem, left turn out to intercept kin 125 degrees, cross kin VOR 2000 a, passing 9000 (direct) tilus. Clearance seemed reasonable due to high terrain northeast through southeast of field. Drawing a depicts our understanding of and actual flight path. Takeoff briefing accomplished, first officer and I set 305 on HSI for inbound and 250 in altitude alert. Passing 5000 ft, tower/departure questioned our position. Our response: slightly right, we are in the turn. Passing 8000 ft departure said he showed us north of course. We show on course. Coming up on 9000 ft may we proceed direct tulus, approved. We later found this particular SID, represented in drawing B. As PIC, I should have questioned tower as to location of first fix past VOR and radial/DME, radial in/outbound. Our inbound routing was tilus/dir kin (tulus not depicted on charts. I believe this fix used only for military traffic between kin nbw) so anticipated outbound route not questioned.

Title: FLC OF AN LGT ACR ACFT FAILED TO TURN AND TRACK ON REQUIRED SID VOR RADIAL IN THE PROPER DIRECTION DURING SID DEP.

Narrative: THERE WERE NO TFC CONFLICTS AND TERRAIN CLRNC WAS NOT A FACTOR. PRIOR TO DEP, OUR FLT PLAN, ENRTE CHARTS AND SID'S WERE REVIEWED FOR THE INTENDED FLT FROM KINGSTON JAMAICA TO NAVY GUANTANAMO, CUBA. DURING THE PREFLT REVIEW, NO SID WAS FOUND THAT COINCIDED WITH OUR INTENDED AND FILED DIRECTION OF FLT. GIVEN THE TIME OF DAY, AREA OF OP AND THE FACT THAT CARIBBEAN STATIONS ROUTINELY CLR YOU ON COURSE WHEN GIVEN TKOF CLRNC, THIS WAS NOT CONSIDERED UNUSUAL. EXPECTING TO BE CLRED ON COURSE, I SELECTED RWY 30 FOR DEP GIVEN CALM WINDS AND PROX OF FUEL FIX. UPON REACHING RWY WE WERE TOLD POS AND HOLD -- STAND BY ATC. CLRNC GIVEN AS FOLLOWS. (FLT #) CLRED TO TILUS, ENEKA 2 DEP, RPT TILUS (FIR BOUNDARY). WE TOLD TOWER WE HAVE NO SUCH SID. HE RESPONDED, NO PROB, L TURN OUT TO INTERCEPT KIN 125 DEGS, CROSS KIN VOR 2000 A, PASSING 9000 (DIRECT) TILUS. CLRNC SEEMED REASONABLE DUE TO HIGH TERRAIN NE THROUGH SE OF FIELD. DRAWING A DEPICTS OUR UNDERSTANDING OF AND ACTUAL FLT PATH. TKOF BRIEFING ACCOMPLISHED, FO AND I SET 305 ON HSI FOR INBOUND AND 250 IN ALT ALERT. PASSING 5000 FT, TWR/DEP QUESTIONED OUR POS. OUR RESPONSE: SLIGHTLY R, WE ARE IN THE TURN. PASSING 8000 FT DEP SAID HE SHOWED US N OF COURSE. WE SHOW ON COURSE. COMING UP ON 9000 FT MAY WE PROCEED DIRECT TULUS, APPROVED. WE LATER FOUND THIS PARTICULAR SID, REPRESENTED IN DRAWING B. AS PIC, I SHOULD HAVE QUESTIONED TWR AS TO LOCATION OF FIRST FIX PAST VOR AND RADIAL/DME, RADIAL IN/OUTBOUND. OUR INBOUND ROUTING WAS TILUS/DIR KIN (TULUS NOT DEPICTED ON CHARTS. I BELIEVE THIS FIX USED ONLY FOR MIL TFC BTWN KIN NBW) SO ANTICIPATED OUTBOUND RTE NOT QUESTIONED.
