Narrative:
Runways 12 and 16 cross about 1500 ft from the approach end of both runways. A helicopter was in right closed traffic to runway 16. Light transport X was making a straight-in runway 12 on a visual approach. Small aircraft Y was issued traffic on the light transport X and reported him in sight. Small aircraft Y was instructed to pass behind light transport X, which he acknowledged. Light transport X was issued the helicopter traffic and his intentions. Light transport X reports a TCASII directed go around and executes a normal climb out. When questioned about the go around, light transport X explains 'compelled by federal law to do.'

Title: ACR LTT MAKES UNNECESSARY GAR DUE TO TCASII RA.
Narrative: RWYS 12 AND 16 CROSS ABOUT 1500 FT FROM THE APCH END OF BOTH RWYS. A HELI WAS IN R CLOSED TFC TO RWY 16. LTT X WAS MAKING A STRAIGHT-IN RWY 12 ON A VISUAL APCH. SMA Y WAS ISSUED TFC ON THE LTT X AND RPTED HIM IN SIGHT. SMA Y WAS INSTRUCTED TO PASS BEHIND LTT X, WHICH HE ACKNOWLEDGED. LTT X WAS ISSUED THE HELI TFC AND HIS INTENTIONS. LTT X RPTS A TCASII DIRECTED GAR AND EXECUTES A NORMAL CLBOUT. WHEN QUESTIONED ABOUT THE GAR, LTT X EXPLAINS 'COMPELLED BY FEDERAL LAW TO DO.'
