Narrative:

Aircraft taxiing to runway 13 must hold short at the first hold line on taxiway left for landing traffic. From the tower you cannot visually verify that traffic is holding at the line. You have to ask aircraft. Air carrier X taxied to runway 13 with traffic inbound to runway 13. I had to ask air carrier X if he was at the hold line. When he said no, I had to send an aircraft Y around to avoid a runway transgression. The first hold markings should be changed from ILS hold lines to runway hold short lines. Otherwise someone will have a runway incursion.

Title: ACR WAITING DEP CROSSES HOLD LINE CAUSING AN ACFT TO GAR.

Narrative: ACFT TAXIING TO RWY 13 MUST HOLD SHORT AT THE FIRST HOLD LINE ON TXWY L FOR LNDG TFC. FROM THE TWR YOU CANNOT VISUALLY VERIFY THAT TFC IS HOLDING AT THE LINE. YOU HAVE TO ASK ACFT. ACR X TAXIED TO RWY 13 WITH TFC INBOUND TO RWY 13. I HAD TO ASK ACR X IF HE WAS AT THE HOLD LINE. WHEN HE SAID NO, I HAD TO SEND AN ACFT Y AROUND TO AVOID A RWY TRANSGRESSION. THE FIRST HOLD MARKINGS SHOULD BE CHANGED FROM ILS HOLD LINES TO RWY HOLD SHORT LINES. OTHERWISE SOMEONE WILL HAVE A RWY INCURSION.
