Narrative:

Climbing out of sea on the mountain 3 departure with an assigned level off altitude of 9000. At approximately 8500 TCASII detected a target directly on the nose with a reading of 002. This being interpreted as a target dead ahead and 200 ft above. Both pilots became momentarily distracted looking outside. We shortly realized that the target was no threat as we were reading absolute altitude, not relative, but then realized we were climbing through 9000 with crossing traffic at 10000. ATC immediately alerted us to descend to 9000, but by then we were already descending out of 9300.

Title: FLC OF AN LGT ACR ACFT OVERSHOT CLB INTERMEDIATE ALT IN RESPONSE TO A TCASII RA RESULTING IN ATC INTERVENTION TO PROTECT XING TFC ABOVE.

Narrative: CLBING OUT OF SEA ON THE MOUNTAIN 3 DEP WITH AN ASSIGNED LEVEL OFF ALT OF 9000. AT APPROX 8500 TCASII DETECTED A TARGET DIRECTLY ON THE NOSE WITH A READING OF 002. THIS BEING INTERPRETED AS A TARGET DEAD AHEAD AND 200 FT ABOVE. BOTH PLTS BECAME MOMENTARILY DISTRACTED LOOKING OUTSIDE. WE SHORTLY REALIZED THAT THE TARGET WAS NO THREAT AS WE WERE READING ABSOLUTE ALT, NOT RELATIVE, BUT THEN REALIZED WE WERE CLBING THROUGH 9000 WITH XING TFC AT 10000. ATC IMMEDIATELY ALERTED US TO DSND TO 9000, BUT BY THEN WE WERE ALREADY DSNDING OUT OF 9300.
