Narrative:

I was working non radar oceanic control (non radar d-side). At approximately XX25 am, air carrier X and air carrier Y were verbally coordinated from monterey center to be nebound on A634 estimating argus intersection. Air carrier X was coordinated to be estimating argus at XX17Z at FL370. Air carrier Y was coordinated to be estimating argus at XX28 at FL290. At approximately XX25Z, air carrier Y came on frequency estimating argus at XX25Z level at FL370. Air carrier X and air carrier Y were 7 mins in trail at FL370 (standard separation is 15 mins in trail). Air carrier X was climbed immediately to FL390. When monterey was asked to verify altitude, they replied that he was now estimating argus 3 mins early at XX25Z level at FL290. They seemed unaware of the pilot's true altitude.

Title: ADJACENT FOREIGN ATC FACILITY HANDS OFF AN ACR IN NON RADAR ENVIRONMENT AT WRONG ALT RESULTING IN LTSS.

Narrative: I WAS WORKING NON RADAR OCEANIC CTL (NON RADAR D-SIDE). AT APPROX XX25 AM, ACR X AND ACR Y WERE VERBALLY COORDINATED FROM MONTEREY CTR TO BE NEBOUND ON A634 ESTIMATING ARGUS INTXN. ACR X WAS COORDINATED TO BE ESTIMATING ARGUS AT XX17Z AT FL370. ACR Y WAS COORDINATED TO BE ESTIMATING ARGUS AT XX28 AT FL290. AT APPROX XX25Z, ACR Y CAME ON FREQ ESTIMATING ARGUS AT XX25Z LEVEL AT FL370. ACR X AND ACR Y WERE 7 MINS IN TRAIL AT FL370 (STANDARD SEPARATION IS 15 MINS IN TRAIL). ACR X WAS CLBED IMMEDIATELY TO FL390. WHEN MONTEREY WAS ASKED TO VERIFY ALT, THEY REPLIED THAT HE WAS NOW ESTIMATING ARGUS 3 MINS EARLY AT XX25Z LEVEL AT FL290. THEY SEEMED UNAWARE OF THE PLT'S TRUE ALT.
