Narrative:

Landing at dca was smooth and uneventful. Tower cleared flight large transport to land on runway 36 and, after touchdown, cleared flight large transport to turn onto runway 33. Aircraft followed bright yellow taxi line onto runway 33. Tower then stated 'contact ground control when clear.' no direction was given to taxi to the end of runway 33. As per NOTAM, crew expected to taxi to the end of runway 33 but was not directed to taxi to the end of runway 33. Aircraft followed bright yellow (new taxi line) line and exited runway 33 on first available but unmarked taxiway. After turning onto taxiway, aircraft experienced a bump but crew assumed that bump was caused by rough condition of taxiway. Txwys in dca are frequently rough and uneven. The first transmission from ground control stated: give way to air carrier on your right.' crew observed air carrier on adjacent taxiway and stopped. After air carrier passed, ground control cleared flight to 'parking area.' no mention was made by either ground control or tower cautioning aircraft to avoid any available or visible txwys. No concern was expressed by ground control concerning aircraft's turn onto an inappropriate taxiway. On post-flight, mechanic spoke to captain concerning a white plastic bucket which was wedged between #1 and #2 main tires. #1 main tire had a small cut on the inside of the tire and the tire was replaced at dca. L- handed exits off of runway 33 onto taxiway K or J prohibited until further notice. If turnoff on runway 33 from runway 36 expect to exit at end of runway 33 due to authority/authorized turnoff on taxiway K or J due construction barriers. Numerous runway/intersection/taxiway hold signs OTS. Expect periodic closures of txwys a-m till dec/xx/93. Awis nightly advisories will be issued to announce closures.

AS PER NOTAM, CREW EXPECTED TO TAXI TO THE END OF RWY 33 BUT WAS NOT DIRECTED TO TAXI TO THE END OF RWY 33. ACFT FOLLOWED BRIGHT YELLOW (NEW TAXI LINE) LINE AND EXITED RWY 33 ON FIRST AVAILABLE BUT UNMARKED TXWY. AFTER TURNING ONTO TXWY, ACFT EXPERIENCED A BUMP BUT CREW ASSUMED THAT BUMP WAS CAUSED BY ROUGH CONDITION OF TXWY. TXWYS IN DCA ARE FREQUENTLY ROUGH AND UNEVEN. THE FIRST XMISSION FROM GND CTL STATED: GIVE WAY TO ACR ON YOUR R.' CREW OBSERVED ACR ON ADJACENT TXWY AND STOPPED. AFTER ACR PASSED, GND CTL CLRED FLT TO 'PARKING AREA.' NO MENTION WAS MADE BY EITHER GND CTL OR TWR CAUTIONING ACFT TO AVOID ANY AVAILABLE OR VISIBLE TXWYS. NO CONCERN WAS EXPRESSED BY GND CTL CONCERNING ACFT'S TURN ONTO AN INAPPROPRIATE TXWY. ON POST-FLT, MECH SPOKE TO CAPT CONCERNING A WHITE PLASTIC BUCKET WHICH WAS WEDGED BTWN #1 AND #2 MAIN TIRES. #1 MAIN TIRE HAD A SMALL CUT ON THE INSIDE OF THE TIRE AND THE TIRE WAS REPLACED AT DCA. L- HANDED EXITS OFF OF RWY 33 ONTO TXWY K OR J PROHIBITED UNTIL FURTHER NOTICE. IF TURNOFF ON RWY 33 FROM RWY 36 EXPECT TO EXIT AT END OF RWY 33 DUE TO AUTH TURNOFF ON TXWY K OR J DUE CONSTRUCTION BARRIERS. NUMEROUS RWY/INTXN/TXWY HOLD SIGNS OTS. EXPECT PERIODIC CLOSURES OF TXWYS A-M TILL DEC/XX/93. AWIS NIGHTLY ADVISORIES WILL BE ISSUED TO ANNOUNCE CLOSURES.
