Narrative:

I departed fsd for rap airport. About 30 mins into flight at 6000 ft, while being handled by ZMP, I contacted huron radio and gave them a WX report (PIREP), and was given the latest rap WX. They also said rap may be closed. I asked for them to confirm the closure, but I lost radio contact. I then contacted pir radio and asked them to please call my company, FBO in rap to confirm that the runway was, in fact, closed. The FSS specialist at pir stated he was too busy now, but to give him the phone number and he would get back to me, as he said he was doing a WX briefing. I told him I would get back to him. I then asked ZMP for help and they got straight back to me saying that rap was closed now and would reopen in 1 hour and 10 mins. I asked to go to pir and was given a vector and cleared for an ILS approach to runway 31. I heard no more from ZMP. When I broke out visually there were no runway lights on. I retracted my gear and circled and asked pir radio to put the runway lights O. The same FSS specialist as before answered the radio and said, 'I did not know anyone was inbound.' I said to please put the lights on and we could talk on the ground. The lights came on medium intensity. I selected the gear down and only got 2 green lights. I continued to circle and, after recycling the gear, got 3 green lights, and prepared to land. On short final, without my requesting it, the runway lights came up full bright, blinding me (it was snowing at the time). I requested the FSS operator to put the lights down as he was blinding me and, at the same time, selected the gear to the up position to initiate a go around. Then, the lights went back to medium intensity again, and I landed without the gear in the down position.

Title: SMT LANDS AT NIGHT IN SNOW WITH GEAR UP.

I RETRACTED MY GEAR AND CIRCLED AND ASKED PIR RADIO TO PUT THE RWY LIGHTS O. THE SAME FSS SPECIALIST AS BEFORE ANSWERED THE RADIO AND SAID, 'I DID NOT KNOW ANYONE WAS INBOUND.' I SAID TO PLEASE PUT THE LIGHTS ON AND WE COULD TALK ON THE GND. THE LIGHTS CAME ON MEDIUM INTENSITY. I SELECTED THE GEAR DOWN AND ONLY GOT 2 GREEN LIGHTS. I CONTINUED TO CIRCLE AND, AFTER RECYCLING THE GEAR, GOT 3 GREEN LIGHTS, AND PREPARED TO LAND. ON SHORT FINAL, WITHOUT MY REQUESTING IT, THE RWY LIGHTS CAME UP FULL BRIGHT, BLINDING ME (IT WAS SNOWING AT THE TIME). I REQUESTED THE FSS OPERATOR TO PUT THE LIGHTS DOWN AS HE WAS BLINDING ME AND, AT THE SAME TIME, SELECTED THE GEAR TO THE UP POS TO INITIATE A GAR. THEN, THE LIGHTS WENT BACK TO MEDIUM INTENSITY AGAIN, AND I LANDED WITHOUT THE GEAR IN THE DOWN POS.
