Narrative:

On FAA proving run for far 135 certificate. On approach to iad, FAA inspector noticed copilot's attitude gyro flag on final (copilot flying). Brought it to my attention taxiing to ramp -- but flag disappeared. Figured it was an intermittent problem. After remain-over-night, next morning, the flag was gone, so took off for dallas (per maintenance inspector's advice). After stop in evansville, in, for fuel, saw one ADI flag in descent to dallas (unit worked perfectly). After landing replaced ADI with intermittent flag. FAA thinks we flew an unairworthy aircraft.
