Narrative:

Small transport landing behind an medium large transport. I asked the small transport if he would sidestep to runway 23R and follow the medium large transport. Response was 'yes, no problem.' I had several aircraft to depart runway 23L. I told the small transport to s-turn as necessary for spacing, and he did so. As the medium large transport rolled past taxiway A-6 turnoff, I told the pilot to expedite to A-7 and turn left, contact ground 121.9, and that traffic was 1/2 mi final. I thought medium large transport had turned off when the small transport had crossed the threshold, but instead had stopped and was just turning off the runway as the small transport flared. I thought, rather than try to send the small transport around out of a flare confign was more of a compromise of his safety than landing with an medium large transport half clear of the runway. This event was talked over with 3 supervisors, a union representative, and myself.

Title: SMT LANDS ON RWY BEHIND MLG WHICH IS TAXIING OFF RWY BUT NOT ENTIRELY CLR.

Narrative: SMT LNDG BEHIND AN MLG. I ASKED THE SMT IF HE WOULD SIDESTEP TO RWY 23R AND FOLLOW THE MLG. RESPONSE WAS 'YES, NO PROB.' I HAD SEVERAL ACFT TO DEPART RWY 23L. I TOLD THE SMT TO S-TURN AS NECESSARY FOR SPACING, AND HE DID SO. AS THE MLG ROLLED PAST TXWY A-6 TURNOFF, I TOLD THE PLT TO EXPEDITE TO A-7 AND TURN L, CONTACT GND 121.9, AND THAT TFC WAS 1/2 MI FINAL. I THOUGHT MLG HAD TURNED OFF WHEN THE SMT HAD CROSSED THE THRESHOLD, BUT INSTEAD HAD STOPPED AND WAS JUST TURNING OFF THE RWY AS THE SMT FLARED. I THOUGHT, RATHER THAN TRY TO SEND THE SMT AROUND OUT OF A FLARE CONFIGN WAS MORE OF A COMPROMISE OF HIS SAFETY THAN LNDG WITH AN MLG HALF CLR OF THE RWY. THIS EVENT WAS TALKED OVER WITH 3 SUPVRS, A UNION REPRESENTATIVE, AND MYSELF.
