Narrative:

The occurrence took place while dropping a banner from small aircraft 1 at the arb airport. The ground crew was set up on the south side of runway 24 and east of runway 30. The crew and equipment on the ground consisted of a van, small aircraft 2, 3 people, and various tools. There was a zone established and designated as a banner drop area. Due to a poor drop and wind conditions, the small aircraft 2, which had been left close to the drop area, was struck by the released banner. The weight which holds the banner upright in flight struck the leading edge of the small aircraft 2's left wing and caused a small dent. The winds gusting to 33 KTS made it difficult to achieve an accurate drop.

Title: A BANNER TOW SMA DROPPED HIS BANNER ON A PARKED SMA.

Narrative: THE OCCURRENCE TOOK PLACE WHILE DROPPING A BANNER FROM SMA 1 AT THE ARB ARPT. THE GND CREW WAS SET UP ON THE S SIDE OF RWY 24 AND E OF RWY 30. THE CREW AND EQUIP ON THE GND CONSISTED OF A VAN, SMA 2, 3 PEOPLE, AND VARIOUS TOOLS. THERE WAS A ZONE ESTABLISHED AND DESIGNATED AS A BANNER DROP AREA. DUE TO A POOR DROP AND WIND CONDITIONS, THE SMA 2, WHICH HAD BEEN LEFT CLOSE TO THE DROP AREA, WAS STRUCK BY THE RELEASED BANNER. THE WT WHICH HOLDS THE BANNER UPRIGHT IN FLT STRUCK THE LEADING EDGE OF THE SMA 2'S L WING AND CAUSED A SMALL DENT. THE WINDS GUSTING TO 33 KTS MADE IT DIFFICULT TO ACHIEVE AN ACCURATE DROP.
