Narrative:

On short final into ewr runway 4R at 1100 ft I was flying, WX clear and 20 mi when TCASII gives me an RA and commands me to 'climb, climb, monitor vertical speed.' I was in landing confign, gear down, flaps 40 degrees, and cleared to land. I followed the instructions, started a missed approach. Captain said he had traffic in sight and to continue the approach and landing. The aircraft in conflict was an small aircraft at 1000 ft tracking east 3 mi final in ewr. We reported him to tower once on the ground.

THE ACFT IN CONFLICT WAS AN SMA AT 1000 FT TRACKING E 3 MI FINAL IN EWR. WE RPTED HIM TO TWR ONCE ON THE GND.
