Narrative:

I was informed that fuel was spilling. I immediately turned off fuel pumps and had first officer be sure that fire department was called. A malfunction of the aircraft had allowed the fuel in the left wing to transfer into the right wing and vent overboard. No passenger on board and total spill approximately 80 gallons of which some went down a drain. The aircraft was repaired -- boarded for flight and I got a new release. I coordinated with the fire captain and a local environmental representative before we departed. We were cleared to push and left the gate. Everything seemed fine to me after we left the gate through departure. Once we were above 10000 ft, the first officer expressed concern that we may not have been cleared to taxi or that he could not remember being cleared to taxi after landing, I called back to green bay tower to see if we had omitted a call to taxi. The controllers had changed shifts so I simply explained why I called and asked for a message to be left for the controller at the time. I feel confident that we were cleared because I normally do not turn on a taxi light until we are cleared. Supplemental information from acn 257249: I quickly shut off the fuel pump and the leak stopped. The fire department responded and the problem was resolved. An off duty mechanic checked the system out and signed it off for flight. In an attempt to get the flight out with minimal delay. The captain and I were rushed doing the checklists and getting clrncs from the fire department, air carrier operations, maintenance and the ground crew. I called green bay ground control for push clearance (optional call) and was told to push, start, and expect to taxi to runway 18 for departure. We completed all our checklists and taxied to runway 18. Just prior to switching to tower frequency, I got a feeling that, in all the chaos and confusion prior to taxiing, that I wasn't positive that I had indeed specifically called for taxi clearance. I asked the captain and he said he was busy and wasn't positive but he believed I did.

Title: AN ACR MLG CREW RPTS A JET FUEL SPILL. THEY MAY HAVE FAILED TO CALL FOR TAXI CLRNC IN THE HEAT OF THE SIT.

EVERYTHING SEEMED FINE TO ME AFTER WE LEFT THE GATE THROUGH DEP. ONCE WE WERE ABOVE 10000 FT, THE FO EXPRESSED CONCERN THAT WE MAY NOT HAVE BEEN CLRED TO TAXI OR THAT HE COULD NOT REMEMBER BEING CLRED TO TAXI AFTER LNDG, I CALLED BACK TO GREEN BAY TWR TO SEE IF WE HAD OMITTED A CALL TO TAXI. THE CTLRS HAD CHANGED SHIFTS SO I SIMPLY EXPLAINED WHY I CALLED AND ASKED FOR A MESSAGE TO BE LEFT FOR THE CTLR AT THE TIME. I FEEL CONFIDENT THAT WE WERE CLRED BECAUSE I NORMALLY DO NOT TURN ON A TAXI LIGHT UNTIL WE ARE CLRED. SUPPLEMENTAL INFO FROM ACN 257249: I QUICKLY SHUT OFF THE FUEL PUMP AND THE LEAK STOPPED. THE FIRE DEPT RESPONDED AND THE PROB WAS RESOLVED. AN OFF DUTY MECH CHKED THE SYS OUT AND SIGNED IT OFF FOR FLT. IN AN ATTEMPT TO GET THE FLT OUT WITH MINIMAL DELAY. THE CAPT AND I WERE RUSHED DOING THE CHKLISTS AND GETTING CLRNCS FROM THE FIRE DEPT, ACR OPS, MAINT AND THE GND CREW. I CALLED GREEN BAY GND CTL FOR PUSH CLRNC (OPTIONAL CALL) AND WAS TOLD TO PUSH, START, AND EXPECT TO TAXI TO RWY 18 FOR DEP. WE COMPLETED ALL OUR CHKLISTS AND TAXIED TO RWY 18. JUST PRIOR TO SWITCHING TO TWR FREQ, I GOT A FEELING THAT, IN ALL THE CHAOS AND CONFUSION PRIOR TO TAXIING, THAT I WASN'T POSITIVE THAT I HAD INDEED SPECIFICALLY CALLED FOR TAXI CLRNC. I ASKED THE CAPT AND HE SAID HE WAS BUSY AND WASN'T POSITIVE BUT HE BELIEVED I DID.
