Narrative:

Was on a flight in my small aircraft from cashen (38CA) to santa ynez (iza). Filed IFR in the air with bfl approach. Route was direct fellows VOR direct iza maintain 10000 ft. Was talking to ZLA 119.05 and was told to descend to 9000 ft. About 10 mi south of fellows VOR, tops were about 9500 ft. I hit severe turbulence and began to climb with no control. Center called and asked if I was climbing and I said yes and also picking up ice, so they told me to climb and maintain 11000 ft which I did. Was then switched to vandenberg approach and cleared to descend and iza was VFR and I cancelled IFR. They asked me to call ZLA, which I did. However, no one knew what the call request was for.

WAS TALKING TO ZLA 119.05 AND WAS TOLD TO DSND TO 9000 FT. ABOUT 10 MI S OF FELLOWS VOR, TOPS WERE ABOUT 9500 FT. I HIT SEVERE TURB AND BEGAN TO CLB WITH NO CTL. CTR CALLED AND ASKED IF I WAS CLBING AND I SAID YES AND ALSO PICKING UP ICE, SO THEY TOLD ME TO CLB AND MAINTAIN 11000 FT WHICH I DID. WAS THEN SWITCHED TO VANDENBERG APCH AND CLRED TO DSND AND IZA WAS VFR AND I CANCELLED IFR. THEY ASKED ME TO CALL ZLA, WHICH I DID. HOWEVER, NO ONE KNEW WHAT THE CALL REQUEST WAS FOR.
