Narrative:

I called phl approach about 30 mi west of the airport. Approach's response was 'aircraft, standby.' I continued flying east waiting for clearance into phl class B airspace. Flying by pilotage, I started descending and circling when I thought I was about 22 mi out. Approach then called me, gave me a squawk, and told me to proceed on present heading. Approach then informed me an large transport was descending for an approach behind me about 2 mi and they had to stop the descent until I passed beyond his path. The pilot of the large transport said he had me on TCASII. I was asked to call approach to discuss the matter. They told me I had already entered the class B airspace prior to clearance.

Title: SMA ENTERS PHL TCA AND INTERFERES WITH AN ACR LGT APCHING PHL.

Narrative: I CALLED PHL APCH ABOUT 30 MI W OF THE ARPT. APCH'S RESPONSE WAS 'ACFT, STANDBY.' I CONTINUED FLYING E WAITING FOR CLRNC INTO PHL CLASS B AIRSPACE. FLYING BY PILOTAGE, I STARTED DSNDING AND CIRCLING WHEN I THOUGHT I WAS ABOUT 22 MI OUT. APCH THEN CALLED ME, GAVE ME A SQUAWK, AND TOLD ME TO PROCEED ON PRESENT HDG. APCH THEN INFORMED ME AN LGT WAS DSNDING FOR AN APCH BEHIND ME ABOUT 2 MI AND THEY HAD TO STOP THE DSCNT UNTIL I PASSED BEYOND HIS PATH. THE PLT OF THE LGT SAID HE HAD ME ON TCASII. I WAS ASKED TO CALL APCH TO DISCUSS THE MATTER. THEY TOLD ME I HAD ALREADY ENTERED THE CLASS B AIRSPACE PRIOR TO CLRNC.
