Narrative:

Maintenance required a test flight on airplane for rudder vibrations. Captain's leg. Far 91 test flight. We took runway. Captain advanced power lever way too fast (almost firewall). Company operations says smooth application on takeoff at 60 percent, PNF sets takeoff power. Captain went to 100 percent very hard. As a result, engine started to bypass fuel out of can and surge. We aborted. Tower asked why. Captain said maintenance related. Captain decided to be an a&P and did his own static power check, this time with a smooth application of power. Operations checked good and we made power ok on takeoff #2. Problem: we aborted a takeoff. Captain did not write anything up in our maintenance log. If 'feds' investigated, there is no record of it. Captain erred big time!
