Narrative:

I, maintenance control supervisor for air carrier, issued a deferral placard on the aft airstair control handle, exterior position, as inoperative. The placard was an 'information' placard. The inside handle worked ok. It was brought to my attention the next day, nov/tue/93, that the placard was illegal due to the fact that the exterior handle is also considered to be an emergency item, as well as the inside control handle. Contributing factors for this error include the following: 1) extremely busy working other aircraft when the placard was requested. 2) aircraft was fully loaded and ready for departure at time of call. 3) ignorance or forgetfulness of the far on my part, that the outside control handle was considered an emergency item, since the inside handle worked ok. Need to decrease workload in maintenance control.

Title: AN ACR MAINT CTL SUPVR INSTALLED AN 'INOP' PLACARD ON AN EMER SYS THAT HAD TO BE FIXED BEFORE DEP.

Narrative: I, MAINT CTL SUPVR FOR ACR, ISSUED A DEFERRAL PLACARD ON THE AFT AIRSTAIR CTL HANDLE, EXTERIOR POS, AS INOP. THE PLACARD WAS AN 'INFO' PLACARD. THE INSIDE HANDLE WORKED OK. IT WAS BROUGHT TO MY ATTN THE NEXT DAY, NOV/TUE/93, THAT THE PLACARD WAS ILLEGAL DUE TO THE FACT THAT THE EXTERIOR HANDLE IS ALSO CONSIDERED TO BE AN EMER ITEM, AS WELL AS THE INSIDE CTL HANDLE. CONTRIBUTING FACTORS FOR THIS ERROR INCLUDE THE FOLLOWING: 1) EXTREMELY BUSY WORKING OTHER ACFT WHEN THE PLACARD WAS REQUESTED. 2) ACFT WAS FULLY LOADED AND READY FOR DEP AT TIME OF CALL. 3) IGNORANCE OR FORGETFULNESS OF THE FAR ON MY PART, THAT THE OUTSIDE CTL HANDLE WAS CONSIDERED AN EMER ITEM, SINCE THE INSIDE HANDLE WORKED OK. NEED TO DECREASE WORKLOAD IN MAINT CTL.
